Will the Libra be listed on crypto exchanges?
Yes, the Libra is intended to be listed on exchanges like Coinbase and Binance. Facebook explicitly mentions that they "will encourage the listing of Libra on multiple regulated electronic exchanges throughout the world" and that they are "working with a competitive group of exchanges and other liquidity providers". Facebook does not intend for the Libra to be a closed system where you can only purchase Libra coins on their own app or environment. Specifically, they will be "discussing ongoing relationships with principal cryptocurrency trading firms and top banking institutions as authorized resellers to allow people the opportunity to exchange their local currencies for Libra as easily as possible".This all but confirms future exchange listings for the Libra coin, which is scheduled to go live in 2020. You can set up a Libra Exchange Listing Alert to be notified the minute Facebook's Libra first appears on any top crypto exchange.
Will the Libra fluctuate in price?
Yes. While initial reports of Facebook's Libra describe the cryptocurrency as a stablecoin, this is not the case. Instead, Libra will be backed by a reserve containing a number of different assets. Quoted from their website: "The value of Libra will be effectively linked to a basket of fiat currencies, from the point of view of any specific currency, there will be fluctuations in the value of Libra." Despite these fluctuations, they believe that "the value of a Libra today will be close to its value tomorrow and in the future.".So while the goal for Libra is to be "relatively stable across time", the coin actually resembles that of an index fund, and in that sense, it will be tradable. Once listed on exchanges, you can set a Libra Price Alert or Percent-change Price Alert to monitor the price over time, and get notified if any sudden changes in price occur.
You can read more about Libra and the Libra Reserve on their official website, which is where the quotes on this page were taken from.
